NARA’s response promotes a balanced, risk based approach that removes genuine duplication while ensuring that alternative oversight systems provide equivalent protection before federal safeguards are withdrawn. NARA recommends strong regulatory backstops, effective monitoring and enforcement, and a phased approach to implementation.
