13 Indicators of Quality Child Care - Research Update (Fiene, 2002) The purpose of this research brief is to provide guidance for state child care agencies as they think about revising their state child care regulations. The brief is based upon a synthesis of literature around the health and safety standards for out-of-home child care found in Stepping Stones to Using Caring for Our Children, using 13 predictor/indicator topics to provide focus. Licensing Related Indicators of Quality Child Care (Fiene, ND) This paper provides guidance for state child care agencies on revising regulation by outlining thirteen key indicators of quality child care based on research findings. Risk Assessment and Licensing Decision Making Matrices: Taking into Consideration Rule Severity and Regulatory Compliance Prevalence Data, by Sonya Stevens, Ed.D. & Richard Fiene, Ph.D. (2019) This short paper combines the use of risk assessment and licensing decision making matrices. In the past, risk assessment matrices have been used to determine the frequency of monitoring and licensing visits and scope of reviews based upon individual rule severity, risk factors, or both. Notably, these data were lacking because they had not been aggregated to determine what type of licensing decisions should be made based upon prevalence, probability, or regulatory compliance history data. The approach described here is a proposed solution to that problem. NARA Selected Readings LMS Fiene These selected readings are taken from over 50 years of research into the licensing measurement and monitoring systems (LMS) research literature related to the development and implementation of the early childhood program quality improvement and indicator model (ECPQIM), differential monitoring and the licensing key indicator methodology. These NARA Selected Readings should be read along with the eHandBook on Licensing Measurement and Monitoring Systems related to the NARA Licensing Curriculum.
